Consultant’s review supports Muskrat Falls project

Nalcor has released a consultant’s report that supports its plan to develop the Muskrat Falls hydroelectric project on the Lower Churchill River. The study written by a consulting company called Navigant said there is a substantial benefit to developing the project, compared to alternatives.     Question for NALCOR: Section 2.2 of the consultants report says that Upper Churchill power was ruled out, in part, because: “…Nalcor is not the sole shareholder of the Churchill Falls facility, there is uncertainty around terms for availability of supply from Churchill Falls.” Recognizing that Hydro-Quebec owns a 30% stake in the upper churchill does this mean that Newfoundland and Labrador will still not have full control over what happens to upper churchill power after 2041? In other words, how much influence will Hydro-Quebec still have even after the current contract is complete? The quote from the consultant’s report makes it appear that they will have quite a lot of influence.
