The Newfoundland offshore petroleum regulator doesn’t expect “significant adverse environmental effects” from a proposed drilling program in the Gulf of St. Lawrence next year. But due to environmental concerns expressed by the public, it is recommending that Ottawa set up a special panel to take a closer look.
