Newfoundland and Labrador has the distinct and unfortunate stigma of having the lowest voter participation rate in the country. Less than 50% of us turned out to vote in the 2008 election. TheIndependent.ca takes a look at whether this was an isolated event, or if this is part of a larger trend.
