Robert Wells, commissioner of the inquiry into the Cougar helicopter crash of 2009 – which concluded long before the release of the Transportation Safety Board’s findings on the crash – is set to make his opinions known on the TSB’s report. The TSB could not link the crash to any one cause; rather, it said a series of factors led to catastrophic failure. Today, Wells will respond to the TSB report, but only to those findings that fall under the jurisdiction of the Canada-Newfoundland and Labrador Offshore Petroleum Board.
